The Ministry of Personnel, Public Grievances, and Pensions, under the Department of Personnel & Training (Do&PT), has forwarded a letter from the Indian Railways Technical Supervisors' Association to the Department of Expenditure regarding the formation of the 8th Central Pay Commission.

Why Should the 8th Pay Commission be Formed?

  1. In general, a central pay commission is set up at intervals of 10 years just to examine, review, evolve and recommend changes regarding the principles that should govern the emoluments’ structure including pay, allowances, and other facilities/benefits/.
  2. It should be noted that the 3rd, 4th, and 5th Pay commissions recommended constituting permanent machinery for the periodical review of the pay, allowances, and conditions of service of the Central Government employees.

About the Central Pay Commission:

  1. Definition and Purpose: The Central Pay Commission is a body established by the Central government to review and recommend changes to the salary structure, bonuses, allowances, and other benefits of employees.
  2. Scope: Its recommendations apply to central government employees, pensioners, and defense forces.
  3. History: Pay commissions are typically formed every 10 years, with the first one set up in 1946. Since independence, there have been a total of 7 pay commissions.
  4. Implementation: The Department of Expenditure under the Ministry of Finance is responsible for implementing the recommendations of the Central Pay Commission.
  5. Acceptance of Recommendations: The government is not obligated to accept the recommendations of the pay commission; it can choose to accept or reject them.
