Context

Kerala is yet to decide whether to join the PM SHRI scheme, which aims to upgrade selected existing schools and demonstrate the implementation of the National Education Policy (NEP) 2020.

About PM SHRI Scheme

1. PM SHRI stands for PM Schools for Rising India. It was launched in 2022 by the Ministry of Education to develop 14,500+ existing schools as model institutions aligned with the vision of NEP 2020.
2. The scheme seeks to create modern, inclusive and joyful learning environments while showcasing how NEP can be implemented through experiential, holistic and competency-based education.
3. It covers existing schools at all major levels:
   1. Primary
   2. Upper primary
   3. Secondary
   4. Senior secondary
4. Schools are selected through a challenge-based process rather than automatically receiving support.
   1. Assessment considers parameters such as learning outcomes, pedagogy, infrastructure, vocational education and green initiatives.
   2. Schools meeting the prescribed criteria are selected for further development.
5. As a Centrally Sponsored Scheme, funding is shared between the Centre and States/Union Territories:
   1. Normal States: Centre 60%, State 40%
   2. Special-category States: Centre 90%, State 10%
   3. Union Territories: Centre provides 100% of the funding.
6. Selected schools receive support for:
   1. Modern infrastructure and smart classrooms
   2. Information and Communication Technology facilities, including computers and projectors
   3. AI and computer laboratories
   4. Vocational and skill-based education
   5. Experiential and competency-based learning
7. The scheme also promotes green and sustainable schools through measures such as:
   1. Solar panels and energy-efficient lighting
   2. Rainwater harvesting and water conservation
   3. Water management
   4. Nutrition gardens that can supplement school meals with locally grown fruits and vegetables.
8. Implementation is monitored through a School Quality Assessment Framework, which helps assess the quality and progress of PM SHRI schools.
