About ADMM Plus
- The 10th ASEAN Summit endorsed the ASEAN Security Community's Plan of Action, which commits to establishing an annual ASEAN Defence Ministers' Meeting (ADMM).
- The inaugural ADMM, held in Kuala Lumpur in 2006, established itself as the leading defense consultative and cooperative mechanism within ASEAN.
- The ADMM-Plus is a crucial platform for ASEAN and its eight Dialogue Partners, including Australia, China, India, Japan, New Zealand, Korea, Russia, and the United States.
- The collaborative effort aims to enhance security and defense cooperation, contributing to regional peace, stability, and development.
- The inaugural ADMM-Plus convened in Hanoi, Vietnam in 2010.
- Since 2017, ADMM-Plus has held annual meetings to promote dialogue and cooperation among ASEAN and Plus Countries, especially in addressing the increasingly challenging regional security landscape.
Objectives of ADMM Plus
- The goal is to enhance the capabilities of ASEAN Member States to collectively tackle shared security issues, acknowledging the diverse capabilities of each member.
- Increase dialogue and transparency among defence establishments to foster a cooperative and open atmosphere, promoting mutual trust and confidence.
- The goal is to collaborate on defense and security initiatives to improve regional peace and stability, especially in response to transnational security challenges in the region.
- The goal is to contribute to the establishment of an ASEAN Security Community, in line with the principles outlined in the Bali Concord II.
- ASEAN Member States are striving for peace, stability, democracy, and prosperity within the region, fostering harmonious coexistence with each other and the global community.
- The Vientiane Action Programme aims to promote peace, security, and prosperity within ASEAN.

Achievements of ADMM Plus
- The seven main areas of practical collaboration that ADMM Plus focuses on are cyber security (CS), military medicine (MM), peacekeeping operations (PKO), counterterrorism (CT), humanitarian aid and disaster management (HADR), maritime security (MS), and humanitarian mine action (HMA).
- Experts' Working Groups (EWGs) have been formed in order to promote collaboration in several areas.
- Every three years, an ASEAN Member State and a Plus Country alternate as co-chairs of each EWG.
Membership of ADMM Plus
- Principles for Membership delineates the criteria for participating in the ADMM-Plus process as follows:
- The Plus nation must be recognized as an official ASEAN Dialogue Partner.
- The Plus nation ought to engage and maintain close ties with the ASEAN defense establishment.
- The Plus nation must show that it can work with the ADMM to strengthen capacity, make a major contribution to regional security, and actively support regional efforts to strengthen capacity in the fields of security and defense.
