5 Major Challenges in Uttar Pradesh

  • With a population of 200 million people, equivalent to the population of Brazil but with an economy the size of Qatar’s--which has 2.4 million people, the same as the town of Bijnore--the new government of India’s most-populous state faces a myriad of problems.
  • The gross domestic product (GDP) of Uttar Pradesh (UP) is comparable to Kenya’s, and its infant mortality rate rivals Mauritania, a poverty-ridden, west-African nation.
  1. Health Issue: (NFHS-4)

    1. Low Health Spending: UP spends Rs 452 per capita on health, 70% less than other states.
    2. High Mortality Rates: Second-highest maternal mortality (258 per 100,000 live births) and highest infant mortality rate (64 per 1,000 live births).
    3. Poor Health Workforce: 84% fewer specialists and 50% fewer nurses than needed. 46.3% of children are stunted.
  2. Education Challenges (ASER)

    1. Low Learning Outcomes: While 83.1% of primary-aged children are enrolled, 50% of grade I students can't read letters or recognize numbers.
    2. High Absenteeism: Low enrollment in secondary education and high absenteeism persist, impacting learning outcomes.
  3. Unemployment & Migration: (Labour ministry data)

    1. Youth Unemployment: High youth unemployment rate (148 per 1,000 people aged 18-29), far exceeding the national average (102).
    2. Migration: Many residents migrate to other states in search of jobs due to the lack of opportunities in UP.
  4. Slow Industrial Growth: (NITI Aayog)

    1. Low Industrial Growth: UP's industrial growth (1.95% in 2013-15) is among the lowest in India, with industries like leather in distress.
    2. Investment Issues: Ranked 20th out of 21 states for investment potential due to poor infrastructure and a lack of skilled workers.

    1. Slow Agricultural Growth: Despite having 20% of India’s agricultural households, UP’s agriculture grew at 2.9% (2012-13), below the national average of 3.7%.
    2. Farmer Debt: Outstanding farmer loans in UP total nearly Rs 75,000 crore, with little progress on waivers for the majority of farmers.
