Objective: The scheme focuses on providing pucca houses with basic amenities to rural families who are houseless or living in unsafe, dilapidated homes.

Target and Financial Assistance
Target: The scheme aims to construct 2.72 crore houses in rural areas, with 2 crore houses completed by September 2022.
House Specifications: Each house must be at least 25 square meters in size, including space for cooking hygienically.
Financial Assistance:
₹1,20,000 for houses in plain areas.
₹1,30,000 for houses in hilly or difficult areas.
Additional loan of up to ₹70,000 with a 3% lower interest rate to help build permanent homes.
Convergence with Other Schemes
Toilet Construction: ₹12,000 for building toilets under the Swachh Bharat Mission (SBM-G).
MGNREGA: 95 days of employment at ₹90.95 per day.
Ujjwala Yojana: LPG connection for families under the scheme.
Eligibility Criteria
Target Group: Houseless or those living in kutcha (temporary) houses, based on the SECC 2011 census.
Prioritization:
First priority for houseless families.
Then for families with 1-2 room houses.
Earmarking of Targets
SC/ST: 60% of the targets are earmarked for Scheduled Castes and Scheduled Tribes, if there are enough eligible families.
Minorities: 15% of the target is reserved for minorities, based on Census 2011 data.
Exclusion Criteria
Families with pucca houses or more than 2 rooms are excluded from the scheme.
Households owning motorized vehicles or agricultural equipment, earning over ₹10,000/month, or those employed by the government or paying taxes are automatically excluded.
Payment Process
Payments are made directly to Aadhaar-linked bank or post office accounts for transparency.
