Context

A survey by Indian Institute of Management Ahmedabad has found that the SVAMITVA scheme is helping formalise ownership of rural residential land, strengthening the financial position of gram panchayats, and contributing positively to the rural economy.

About SVAMITVA scheme

  1. The SVAMITVA (Survey of Villages and Mapping with Improvised Technology in Village Areas) scheme is a joint initiative of the Ministry of Panchayati Raj, State Revenue and Panchayati Raj departments, along with the Survey of India.
  2. It aims to provide a clear and verified system of property ownership in rural inhabited areas across India.

Implementation Approach

  1. Land parcels in villages are mapped using drone-based surveying technology along with Continuously Operating Reference Stations (CORS) for accuracy.
  2. The programme is being implemented in a phase-wise manner from 2020 to 2024 across the country.

Key Objectives

  1. It helps in creating legal clarity over rural property rights, reducing disputes and improving transparency.
  2. The scheme supports better planning and revenue generation at the village level.
  3. It also contributes to strengthening rural governance systems.

Benefits for Local Governance & Development

  1. Survey data is used to prepare improved Gram Panchayat Development Plans (GPDPs).
  2. Gram Panchayats use these plans for economic development and social welfare activities in line with constitutional responsibilities.
  3. The GPDP process integrates multiple government schemes related to the 29 subjects listed in the Eleventh Schedule of the Constitution, ensuring coordinated rural development.
